I absolutely love them as well. And While i think 15.5 milli is a hefty ass price tag, I feel that the funds allocated to public arts often go unseen. Oliafur Eliasson's Waterfalls are amazing just like Christo and Jean Claude's Gates in Central Park a while back. Could these funds have been used to renovate public schools, pay teachers, rehabilitate homeless people...in theory, yes. But that is the magic about bureaucracy, public arts and social services, separate budgets all together. well, enough of my ramblings!
i totally agree, and yet looking at how beautiful they are and how much they cost i can only think of how and why that much money isn't put into things like social services.
furthermore, i think making new york more of an artistic destination is a good thing. so i enjoy them like an observer, but feel that that money could go somewhere else, especially with the economy in its current state.
